  • Supporting, line manager in provision of Quantity Surveying / Commercial Management Services for a portfolio of works or single large project.
  • Providing commercial advice to the Team.
  • Advising team and clients on procurement of projects and consultancy services to meet time, quality and cost requirements of the development plan.
  • Providing commercial advice to team and clients to ensure in all respects that risk is minimized, best value is achieved and to maximize the return in investment on projects developed.
  • Assisting in the preparation of project development feasibility studies and presentations prepared by the team.
  • On a monthly basis - Report to sent on Portfolio Cost, Budget and risks.
  • Providing pre and post contract Quantity Surveying Services for the portfolio or projects including, without limitation, cost estimating, monthly accounts, review of cost and budget forecasts, quantum analysis of claims and variation submissions, and final account settlement.
  • Monitoring and ensuring project insurance policies are maintained in relation to portfolio construction works.
  • Assisting in pre-qualification of Contractors and Consultants.
  • Preparing Requests for proposal and negotiating agreements for contractors and consultants.
  • Preparing tender evaluation reports and advising on selection of tenderers.
  • Post Contract administration services for Consultancy and Contractor agreements.
  • Monitoring Portfolio payment and budget commitments in accordance with Cost Management Services Team.
  • Interim Payment evaluations should be prepared.
  • Maintaining Variation register detailing submitted values, agreed values and whether signed off.


  • By attending project meetings and monitoring progress of assigned projects to capture major QS and commercial issues in coordination with Project Team.
  • Ensure awareness of the Project Management Team of all pertinent QS and commercial issues by constant communication and coordination with the Project Team.


  • To use standard form contracts, in review with Group legal, in production of consultant and contractor agreements, and agreements of purchase.
  • Complying with and using Company forms and processes to ensure internal approvals are obtained in accordance with group policies and the Delegation of Authority.


  • Provide the complete service interface between customers and Commercial & Procurement department and the contractors / suppliers by ensuring service requirements are met in accordance with budget and programee


  • Majority of the experience must be in QS/ Commercial Management  
  • Must have knowledge of FIDIC and preparation of RFP and Contracts
  • Involvement in all commercial aspects for large scale projects from inception to completion
  • Excellent communication skills- fluency in English is a must
  • Middle East experience is preferred, but this is not essential
  • Proficient in MS Office suites including MSWord, Excel, PowerPoint, Project Manager, Knowledge of Primavera and knowledge of proprietary measurement software an advantage but not a necessity.
